January 11, 2005


The meeting of the Hull Board of Selectmen was called to order at 7:41 pm on Tuesday evening, January 11, 2005 at the Hull Municipal Building, 253 Atlantic Avenue, Hull, Massachusetts.

Present:  John Reilly, Chairman; Gerard McLaughlin, Vice Chairman; Leonard Hersch and Joan Meschino, Members.  Also present were: Christopher McCabe, Town Manager and James Lampke, Town Counsel.

Not Present:    Christopher Olivieri, Clerk

        The Chairman opened the meeting with a moment of Silence for Ronald M. Bennett, Jr., the son of Janet Bennett, Town Clerk, who passed away last Wednesday following a short illness; He leaves a wife, Pam and two young children, Megan and Christopher; and a moment of silence for E. Reno Constantinides, a long-time resident and former Member of the Board of Selectmen, Hull Municipal Light Department, and Hull Finance Committee..

MOVED-Meschino: To accept the minutes of December 7, and December 14, 2004 as presented

VOTE: Unanimous in favor

        Reilly announced that the Police Sergeant interviews scheduled on the agenda for 7:30, 8:00, and 8:30 pm with Michael Flaherty, Dale Shea and Joseph Thurston were cancelled and rescheduled for January 18, 2005.

Bond Signing
        Arthur Flavin, Treasure/Collector appeared before the Board seeking its signature on a bond that he said had to be delivered to Boston tomorrow.  McCabe said that the new bond will have a positive impact on controlling sewer rates and appears to be beneficial.  The Members signed the Bond, originally approved by Town Meeting Article in 2001.

LICENSES

Unanimously approved the following license renewals, subject to all inspectional services approval and paid taxes, on a motion by Reilly:

165 Nantasket Realty Trust, dba Sandpiper Inn, Heritage Management Co., Inc., Manager, 165 Nantasket Avenue - Lodging House License seconded by Hersch.

Chios, Inc. dba Subway, Laudalina Barros, Manager 307 Nantasket Avenue - Common Victualer License, seconded by Meschino.

Karen Medici dba Highview, Charles Medici, Manager, 39 Merrill Road - Lodging House License, seconded by McLaughlin.

TOWN MANAGER

        McCabe reported that David Beck, Assistant Assessor, has informed him that he was misquoted in the Boston Globe within an article written from an interview that caused a controversy.  McCabe said he met with Beck, who will issue a news release, and that he will apologize to the public.  Reilly read Beck's letter to the Board.

        McCabe reported that the checks received for the Pay-as-you-Throw program from 397 persons either have been or will be returned or destroyed.  The goal had been 2,800 persons for a viable program.  He added that it was a commendable effort, and the Board might think about forming a committee to educate the public.  McCabe said that that phase is now closed, but reminded the Board that the landfill is open for recyclables on Saturdays.

        Discussion was then held on opening the landfill an additional day; requiring haulers to add recycling at a fee, and to establish a yard waste committee.  McCabe discussed using the balance of the $70,000 appropriated at Town Meeting toward the snow deficit; Hersch said he wants to see it used for the reserve fund that he described as inadequate.  He said he wants the reserve fund increased to $200,000; and McCabe noted that the money must be appropriated at Town Meeting before it can be used for any other purpose.

Jerusalem Road Sewer Agreement Addendum
        Following a motion by Meschino, seconded by McLaughlin to sign the Fourth Addendum/Amendment to the agreement with Jerusalem Estates for the use of Hull's Sewer Treatment Plant.  The motion was withdrawn by both parties and the signing was postponed until the next meeting.

        The meeting adjourned at 8:30 pm.
